Walmart Got Tariff Refunds. Your Manufacturer Didn’t.
A retailer asked me a while back whether she should push her manufacturers to pay her back for the tariff costs they passed on to her. It’s a smart question that most retailers haven’t even thought to raise. Walmart, Home Depot, and Target are aggressively filing tariff refunds through the new CAPE portal — there’s $166 billion sitting there — and Walmart has said publicly that it’ll funnel the refund money into customer price cuts. Big box gets a tailwind. Small retailers get the bill.
Here’s the part most retailers miss. The small manufacturers you buy from — EvaBelle, True South, Sweet Tree, Meghan Browne — are in the same boat. No tariff-recovery department. No lawyers filing CAPE claims. And they didn’t pass all the tariff increase down the line. They ate a big chunk so your wholesale price wouldn’t jump 25% overnight. Most retailers assume the manufacturer just sent the full bill. The big factories did. The small ones didn’t.
So when a retailer asks me whether to push back on a small manufacturer for tariff costs, my honest answer is — they’re already eating most of it.
The fight isn’t between you and them. The fight is the system above both of you.
The takeaway is partnership, not pressure. The small manufacturer who held the line on your wholesale price through a tariff war is the one worth backing hard this fall. They protected your margin when nothing required it. Reward them in Atlanta in June with a real order — not a request for a refund nobody can get.
